Dr. Victor S. Limlingan is presently Chairman of Cristina Research Foundation, Incorporated, a public policy advisory firm and Regina Capital Development Corporation, a member of the Philippine Stock Exchange.
From 2009 to 2020, he was Managing Director of DMCI Holdings, Incorporated as well as Board Member of D.M. Consunji, Inc., DMCI Project Developers Inc., Berong Nickel Corporation, all subsidiaries of DMCI Holdings, Inc.
From 2005 to 2019, he was Chairman of Guagua National Colleges, a community college in his home town of Guagua, Pampanga
From 1973 to 2008, Dr. Limlingan was Professor of the Asian Institute of Management where he taught Public Policy, Business Strategy, and Financial Management.
In 1992 to 1997, he served as member of the Civil Aeronautics Board where he initiated the liberation of Philippine Aviation Policy
In 1986 to 1990, he served as deputy to the Philippine executive director at the Asian Development Bank where he looked after the interests of Pakistan, the Philippines and the Marshall Islands.
In 1983 to 1986, Professor Limlingan pursued a doctorate in business administration at the Harvard Business School.
In 1964 to 1973, Dr. Victor S. Limlingan worked successively for a public utility, a merchant bank and a family holding company, while at the same time teaching at the Ateneo Graduate School of Business.
In the field of management studies, Dr. Limlingan wrote his doctoral dissertation subsequently converted into a book, “The Overseas Chinese in ASEAN: Business Strategies and Management Practices”. His articles on management were also compiled into a book entitled: “The Visible Hand and the Developing Economy”. He wrote a column entitled “Executive Agenda” for the Philippine Daily Inquirer as well as a monthly column “Viewpoint” in the Regina Capital website.
Through Cristina Research Foundation, Incorporated which he founded in 1991, Dr. Limlingan has undertaken research and advocacy on public policy issues of great interest to public policy makers both in the executive and legislative branches. Among these studies for the executive branch have been the Philippine Land Management System, the Development Strategy of Makati City, the Energy Sector and the Low Cost Housing industry.
As public policy adviser to the legislative branch, he advised on legislation such as Kalakalan 20, Overseas Workers Development Fund, the charter of the Banko Sentral ng Pilipinas and the EPIRA Law. He has served as public policy adviser to the Congressional Planning and Budget Office, NEDA, the BCDA, Asia Foundation and the Center for Economic Research and Development of the Ateneo de Manila University. He was also appointed to the Philippine Task Force on Education.
Dr. Limlingan is also an entrepreneur. Since 1990, together with his wife, Marita, he owns and chairs Regina Capital Development Corporation, a member of the Philippine Stock Exchange. Their other companies include Cristina Travel Corporation, Marita Land Development Corporation, Vita Travel Services Corporation and Vitafour Holdings, Incorporated.
As a management professional, he has sat on the boards of Sika Philippines, a subsidiary of Sika International of Switzerland and SGI Insurance, a joint venture company of Malaysian and Indian businesses. He also sat on the board of a government corporation funded by the New Zealand government, Bukidnon Forests Incorporated.
As part of his community service, he served as Chairman of Guagua National Colleges, a community college in his hometown of Guagua, Pampanga. He is presently a Regent of the Board of Regents of the Pamantasan ng Lunsod ng Pasig as he is a resident of Pasig.
Dr. Limlingan received his Master in Business Management and Bachelor of Arts (major in engineering) degrees from the Ateneo de Manila University (1966 and 1964). He received his Doctor of Business Administration from Harvard University (1986).
